Overview

The Governance Division deals with issues concerning the policies and programmes of Central Sector and Centrally Sponsored Schemes, their implementation and monitoring with respect to twelve Central Ministries and Departments - Department of Fertilisers, Department of Chemicals and Petrochemicals, Department of Consumer Affairs, Department of Food and Public Distribution System, Department of Personnel and Training, Department of Pensions and Pensioners’ Welfare, Department of Administrative Reforms and Public Grievances, Department of Legal Affairs and Department of Justice, Ministry of Home Affairs, Ministry of Electronics & Information Technology and Ministry of Communications and Ministry of Defense  

The Research Division oversees the Research Scheme of NITI Aayog (or RSNA), which aims at supporting various research studies. Various organisations can also be extended non-financial assistance under this scheme by permitting them to use the NITI Aayog logo for such events.

Core Functions

Governance Division

  • Examining policy references, Cabinet and CCEA Notes.

  • Examining the schemes, SFC and EFC Notes, and participating in the committee meetings of the Departments.

  • Examining the performance of schemes of these Departments in coordination with DMEO.

  • Examining the MoUs of various PSUs under these Departments.

  • Work related to the Taskforce on Sugarcane and Sugar Industry, chaired by Member (Agriculture), NITI Aayog.

  • The Vertical deals with all matters pertaining to the State of Karnataka.

  • Handling work related to committees chaired by CEO, NITI Aayog, on:

  1. Modalities for the roll out for Direct Benefit Transfer in fertilisers

  2. Revival of closed fertiliser plants at Barauni, Gorakhpur, and Sindri

  3. Setting up of a urea plant at Ramagundam

  4. Techno-economic feasibility for the Talcher plant at Odisha

  • Work related to the restructuring of Autonomous Bodies for the committee set up by NITI Aayog.

  • Issues related to the decriminalisation of minor offences across various Ministries, in coordination with the Cabinet Secretariat.

  • Formulating a roadmap for online dispute resolution through a committee chaired by a former Supreme Court judge.

  • Matters related to the Indian Institute of Public Administration.

  • Handling Parliament Questions, Standing Committee matters, RTI queries, CPGRAMS grievances and VIP references on food security, consumer welfare, fertilisers, chemicals and petrochemicals, etc.  

Research Division

  • Examining proposals (in consultation with the respective Division) seeking financial assistance for research studies or seminars or conferences.

  • Providing NITI Aayog’s logo for outside events.

  • Performing the functions of the nodal Division and undertaking administrative functions related to research studies.

  • Compliance of audit, Budget, RTI queries and Parliament matters pertaining to the Research Division.

  • Handling Samavesh-related work.

  • Overseeing the Chair Professor Scheme of the erstwhile Planning Commission.
