The Services Division aims to develop a comprehensive growth strategy for India’s services sector as part of the vision Viksit Bharat @ 2047. To support India’s transition to a developed economy, it adopts a holistic, multi-dimensional approach, covering economy-wide and sector-specific analysis of value addition, employment, exports, productivity, FDI, and more. The Union Budget 2026-27 announced the constitution of a High-Powered ‘Education to Employment & Enterprise’ Standing Committee “to recommend measures that focus on the Services Sector as a core driver of Viksit Bharat.
The Economic Intelligence Unit (EIU) conducts macro monitoring of the Indian and global economies. Through deep-dive research, the Unit provides timely economic insights to inform policymaking.
Together, the Services Vertical and EIU bring a team of lawyers and economists, combining expertise in regulatory frameworks, economic analysis, and policy design to support India’s long-term growth agenda. - Core Functions

- Develop a Comprehensive Services Strategy
Formulate a growth framework for the services sector using multi-dimensional analysis, covering value addition, employment, trade, productivity, and FDI.
- Analyze Service Sub-Sectors
Facilitate high-level discussions on the services sector’s trajectory, including through the Expert Advisory Group on Services (EAG), established in 2025 to align the sector’s expansion with India’s 2047 development goals.
- Analyze Service Sub-Sectors
Examine specific segments with growth potential by leveraging data on Gross Value Added (GVA), exports, and employment. The Division’s working paper ‘Identifying Potential Service Sub-Sectors’ lays the foundation for a series of analytical reports on value addition, employment, trade, productivity, and FDI.
- Design Sector-Specific Roadmaps
Develop actionable strategies tailored to individual sub-sectors. These roadmaps address structural challenges, support adoption of emerging trends, and position services as key drivers of India’s long-term growth.
- Strengthen Data Systems
Promote standardized reporting frameworks and data collection for the services sector.
- Brand Indian Services Globally
Formulate strategies to diversify and expand exports while showcasing India’s expertise in IT, consulting, healthcare, education, finance, and other emerging service areas.
- Improve the Regulatory Ecosystem
Undertake mapping of horizontal and sector-specific regulations, benchmark them against international standards, and recommend reforms to enhance India’s global competitiveness.
- Secretariat to High-Powered Education to Employment and Enterprise’ Standing Committee
The Committee, with the Services Division, NITI Aayog serving as its Secretariat, comprises representatives from Central Ministries, industry bodies, academia, experts, and select State Governments (Andhra Pradesh, Bihar, Maharashtra and Uttar Pradesh).
