The Governing Council of NITI Aayog comprises the Prime Minister of India; Chief Ministers of all the States and Union Territories with Legislature; Lieutenant Governors /Administrators of other UTs; Ex-Officio Members; Vice-Chairperson, NITI Aayog; Full-time Members, NITI Aayog and Special Invitees. First constituted in February 2015 and reconstituted in February 2021, the Governing Council embodies the objectives of cooperative federalism and presents a platform to discuss inter- sectoral, inter-departmental and federal issues to accelerate the implementation of the national development agenda.
So far, eleven meetings of the Governing Council, chaired by the Hon’ble Prime Minister, have been held and facilitated shaping India’s development agenda collaboratively. The Eleventh meeting of the Governing Council of NITI Aayog on the theme of ‘‘Inclusive Human Development for Viksit Bharat@2047’’ was held on 11th June 2026 at Rashtrapati Bhavan Cultural Centre, New Delhi.

- The Division coordinates the meetings of the Governing Council of NITI Aayog including preparation of minutes of the meeting; follow up with Central Ministries/Departments and State Governments with respect to the action points; preparation of action taken report on the decisions taken in the Governing Council Meetings.
- The Division coordinates with all subject matter Divisions and Units of NITI Aayog.
- The Division acts as a focal point to coordinate in organizing Senior Officers meeting (SOM); Senior Management Council (SMC) under the chairmanship of Vice Chairperson, NITI Aayog and Advisers’ Group meeting (AGM) under the chairmanship of CEO, NITI Aayog.
- The Division collates the information from all the subject matter divisions and units of NITI Aayog for preparation of monthly D.O letter to Hon'ble PM, monthly D.O letter to Cabinet Secretary highlighting the achievements of NITI Aayog.
- The Division acts as the nodal Division for publication of Annual Report of NITI Aayog for circulation in the Parliament.
- The Division handles other important tasks such as Parliament Questions, Standing Committee matters, RTI queries, coordinating all the Divisions regarding implementation of budget announcements (DEA’s e-Samiksha Portal), tracking of cabinet notes, coordination for NITI in-house lecture series, inter-divisional coordination, CPGRAMS grievances and VIP references pertaining to GCS.
- The Division acts as the nodal Division for coordinating matters pertaining to State of Jharkhand.
- The Division handles the matters relating to Government of India-United Nation Sustainable Development Cooperation Framework (GoI-UNSDCF) 2023-27 and facilitating preparation of the next Cooperation Framework for 2028-2032.
- The Division examines Cabinet Notes/CCEA/SFC/EFC proposals of concerned Ministries/Departments listed under the section ‘Line Ministries/Departments’.
