
A Hub and Spoke model is envisaged with lead Knowledge and Research Institutions, recognized as Centres of Excellence with respect to the respective themes/thrust areas.
The initial list below would focus on the critical and newer areas of work, for which NITI Aayog would need new and/or extended partnerships with leading knowledge and research institutions. Using this hub and spoke model, these lead institutions would reach out to and mentor 10 or more similar institutions and also help create capacity in the state in which it is located, by linking with other institutions located in the states. This may be the first step towards creating a policy think tank -a NITI in each state, giving effect to the commitment to cooperative federalism and with the capacity to support effective devolution of resources. The Institutions below would be a working list, to initiate work- but would not be exhaustive and can be supplemented once the partnership model takes root.
